Thanks for writing in our forums.

The problem you detected sounds like a MySQL Workbench one if you could not start MySQL Workbench before deleting its configuration files.

MySQL Notifier attempts to check if MySQL Notifier is running, check and reuse its connections to MySQL Servers, etc. That is the reason for Notifier to throw that exception in this case. MySQL Notifier should be handling this scenario gracefully. Was the exception you saw an unhandled one and Notifier crashed? If so I would kindly ask you to raise a bug for MySQL Notifier at http://bugs.mysql.com.

Separately, if Workbench would not start, this needs to be reported as well to the MySQL Workbench team. Not sure if you visited the MySQL Workbench forum to report this or to find out if more people are seeing this behavior. But this sounds like an important bug that I guess they will be very interested in.
