Visual Studio 2013, EF6.1.1 not working with edmx

I am unable to create a ADO.NET Entity Data Model with MySQL.

I created a new console application.
Added with NuGet
-Entity Framework 6.1.1
-MySQL.Data 6.9.3
-MySQL.Data.Entity 6.9.3
With that, App.config is the following:

<?xml version="1.0" encoding="utf-8"?>
<configuration>
<configSections>
<!-- For more information on Entity Framework configuration, visit http://go.microsoft.com/fwlink/?LinkID=237468 -->
<section name="entityFramework" type="System.Data.Entity.Internal.ConfigFile.EntityFrameworkSection, EntityFramework, Version=6.0.0.0, Culture=neutral, PublicKeyToken=b77a5c561934e089" requirePermission="false" />
</configSections>
<startup>
<supportedRuntime version="v4.0" sku=".NETFramework,Version=v4.5" />
</startup>
<entityFramework>
<defaultConnectionFactory type="System.Data.Entity.Infrastructure.LocalDbConnectionFactory, EntityFramework">
<parameters>
<parameter value="mssqllocaldb" />
</parameters>
</defaultConnectionFactory>
<providers>
<provider invariantName="System.Data.SqlClient" type="System.Data.Entity.SqlServer.SqlProviderServices, EntityFramework.SqlServer" />
<provider invariantName="MySql.Data.MySqlClient" type="MySql.Data.MySqlClient.MySqlProviderServices, MySql.Data.Entity.EF6, Version=6.9.3.0, Culture=neutral, PublicKeyToken=c5687fc88969c44d" />
</providers>
</entityFramework>
<system.data>
<DbProviderFactories>
<remove invariant="MySql.Data.MySqlClient" />
<add name="MySQL Data Provider" invariant="MySql.Data.MySqlClient" description=".Net Framework Data Provider for MySQL" type="MySql.Data.MySqlClient.MySqlClientFactory, MySql.Data, Version=6.9.3.0, Culture=neutral, PublicKeyToken=c5687fc88969c44d" />
</DbProviderFactories>
</system.data>
</configuration>

-Rebuild the solution.
-Add New ADO.NET Entity Data Model to project "NewModel"
-Select EF Designer from Database
-Configure a new connection to mysql 5.5
-Click Next... and the dialog closes without creating the model.

To make sure it was not a problem with my install, I followed this procedure:
-Used a brand new install of windows 7SP1.
-Installed all windows updates.
-Installed VS2013 pro
-Installed Update 3

Can anyone reproduce?
The exact same thing happens with a new ASP.NET Web Application (empty).
