Hello Diacu Paul.

The MySql.Data.dll file is the API that is used to have a connection to a MySQL Server.
Is it the connection string that you are using to connect your application to a MySQL database pointing to a local instance (localhost)? If that is the case, you must have a MySQL instance configured an running in that machine, but you don't need to do it if you are trying to connect to a remote host (as Kelvin suggest you).

But if the data used by your application will be independent for every installation you can have an embedded database for each installation, please visit the following link for more information about it:

To get the DLL you should download the MySQL Server (ZIP archive):
Search for it in the "lib" folder, you will find the DLL and the static build (libmysqld.lib).
To use the DLL in your project will depend on the language that you are using to code your application.
