Hi Chandan,
I have seen that the SOFTWARE RESTRICTION POLICY appears in MSI logs sometimes when the MSI installer file was not downloaded completely, or was corrupted by my antivirus program, or was mangled somehow by a client software.

You can calculate the MD5sum of the MSI file you donwloaded using something like md5.exe. On http://dev.mysql.com/downloads/windows/visualstudio/ you can see the MD5 hash to compare to. If it is different please download again and retry.

The problem can also be caused by software in your machine, like BitLocker, tampering with software installation for "security" purposes.
