Problem solved !!!!!! Its has to do with order of operations, the exceptions thrown during wizard leads you to believe you are missing a dependency. The issue is the behind the scenes database connection.

** It appears that from the beginning NuGet packages for Entity Framework do not need to be used until you have a specific task you are trying to complete however based on what you are trying to do you may need them to accomplish setup

Steps to solve
1) Make sure SQL server is running before you start Visual Studio, SQL MGT Studio,

2) Open Visual Studio begin Entity Framework wizard (Code First Option)
3) Select proper server type
4) Finish wizard process and begin coding....
