Hi Bassem Mellek,
If you are writing your application in C# you can use the MySQL Connector/Net product to interact via ADO.NET or Entity Framework with MySQL Server instances.

You would bundle the DLLs you use with your application as long as the licensing you use for your application is compatible with the license used by MySQL Connector/Net.

Also you may want to install the MySQL for Visual Studio product to make some development tasks easier.

As for your other questions please refer to those products official documentation, the links are very easy to find if you search for them.
