VS 2017 EF DB Model Wizard error

I am using Windows 10 with VS 2017 Pro.
I have followed all documentation and all StackOverflow posts about this issue to no avail.

- Install 2.0.5 VS installer
- Install Conector/Net (6.9.11, 6.10.x, 8; tried all these)
- Create new .Net (full) Console App
- Use NuGet to install EntityFramework (6.0.2, 6.1.3, 6.2.0; tried all these)
- Add reference to MySql.Data (both local and via NuGet)
- Add reference to MySql.Data.Entity.EF6 (both local and via NuGet)
- Created folder in project for model
- right-click folder > Add Item
- Select ADO.Net Data Model
- Select EF Designer from Database
- Select/Create connection to MySql Database

Then on the next screen I get the error:
Your project references the latest version of Entity Framework; however, an Entity Framework database provider compatible with this version could not be found for your data connection.

I am doing this to try and create an example project for an issue I believe exists in Connector/Net where if I ".include(x =>" for 3 or more collections the resulting SQL is invalid. I cannot send my actual code, but wanted to make a demo project of the problem.

My original project was built with VS 2013 and has just been slowly upgraded. But now I try to recreate a simple version of it from scratch, nothing works.

Any ideas before I find a quiet corner to sit and rock in?
