The solution is to do a manual install of MySQL 8.0 instead of doing a "Full" install. Excluding the ODBC connector and the .NET connector from your installation of MySQL.

Then install those two components manually after you have MySQL 8 set up.

The MySQL toolbar will the be available in VS 2019.
