[bug] connector/NET 8.0.19 not working with mysql for VS 1.2.9

Hello,

I was doing a fresh install with the latest release (8.0.19) of the connector/NET and mysql for VS 1.2.9 and it seemed to work but in visual studios the toolbox was not listed nor was it was selectable as a database type.

After trying various things I installed 8.0.18 connector/NET and it worked right away.
