MySql Support in WebExpressions4/DotNet3.5

On this bulletin board there have been various posts about adding MySql Data Providers to Visual Studio. And when the Visual Studio Plugins are installed this does in fact fix VisualStudio 2019 Community as you all have provided.

However the same dialogue old dialogue box comes with DotNet3.5/DotNet4.8 which is used in Microsoft Web Expressions4 which is the best tool to create .ASPX web tools very rapidly.

So after installing the Visual Studio Plugins I have VS2019 working, but My Web Expressions4 platform still shows Oracle, but no MySql. Thoughts?
