MySql group replication problem in mysql 8.0.21: Major outrage

Team,

We have faced major outrage in Mysql group replication in version 8.0.21. Some how out of 3 servers cluster, two servers become unreachable and thus the cluster lost quorum. So I used the command rebootClusterFromCompleteOutage() to regain the cluster. But for my surprise it taken almost 30 minutes to regain the master server. I have been using the innodb cluster in another setup which has version 8.0.18. To my surprise same procedure has taken only few minutes to regain the cluster in mysql 8.0.18 version.
As I am using innodb cluster for production setup we can't effort to have 1 hour downtime for website.
Is this problem handled in new mysql version or we have to use mysql 8.0.18 for such scenario.

Please suggest as soon as possible.
