The problem turned out to be one of user rights. I deleted everything and started with 3 freshly created MySQL servers. I then used MySQL shell to create the cluster. I could then see that the problem was that you can't use root as the user to add an instance to the cluster, because it only has localhost connection rights. The MySQL installer doesn't report this as an error, and appears to hang at this point. There is no option to use a different user in the MySQL installer.
