Is there a way to have a node in the InnoDB cluster only as an "arbiter/quorum" without any data? It would only participate in the cluster for voting purposes.

I need to setup an InnoDB Cluster with 3 nodes, but one node that doesn't store any actual data but still plays a role in the quorum or voting mechanism.
