Access denied for user 'root@localhost' (most common remedies won't help)

Hi Guys

I have a problem with MySQL (install wizard) on Windows Server machine. I can log into localhost as a standard users ('usage' privileges) but not as root. Everytime I get known 'Access denied for user 'root@localhost' ' message. I already tried changing root password with common methods and I can see the password actually changes in Users table, but that doesn't make any difference. I still get that message when logging either to MysQL Administrator/Query Browser or via command line.

Just to note, I was able to log in as root last time when I did work on the server, which was few months ago

Any idea what could it be? I'd appreciate help as I'm stalled and unable to work on the server at the moment
