Error Code: 1290. The MySQL server is running with the --secure-file-priv option so it cannot execute this statement

When I run:

LOAD DATA INFILE 'C:\SData\HTO\HTO_xpa\Exports\Pricing & Routing - Trn_Cde.tsvt' INTO TABLE a_trn_cde;

I get this error;

Error Code: 1290. The MySQL server is running with the --secure-file-priv option so it cannot execute this statement

What is the simplest way to fix this? Google does not reveal a simple solution. I'm on version 8
