How to accelerate mysql restart speed if change mysql ip?

In high available circumstance, if i want to switch from host A to host B, i should stop mysql on host A and change mysql bind address to float ip in host B and start it.

Command is service mysql stop or service mysql start.

But in real circumstance, the stop or start speed need about twenty minutes or more occasionally, this will cause to stop provide service for user and lead to bad user experience.

So i want to ask how to start or stop mysql quickly?
