Character set for French Candian ?

What character set and collation should I be using when trying to store some French Canadian charactrers.

Example: Ascii character 144 is a captital E with an accesnt mark above it
Ascii character 130 is a lower case e with an accesnt mark above it

I have tried: Char set UTF8 with utf_unicode_ci, utf_general_ci and some others. When I try to view this data in mysql it shows up as a "?" instead of the desired character.

I have found the char set cp863 is a French Canadian character set but doesn't seem to be supported by MySQL.

I am using MySQL version 5.0.68

Any advice ?
