averaging with multiple ranges

I have a table full of timestamped measurements at 1 minute intervals. What I want to do is create a table from this where the measurements are averaged into fixed intervals.

For instance 30 minute averaging would produce a table like this:
10:00 - 34.432
10:30 - 432.383
11:00 - 23.432

I've not really got my head around Loops etc.
Is this possible?

Just as a heads-up, I'm doing a log average on the data - FORMAT(10*LOG10(AVG(POW(10,(meas/10)))),1)
