Redundant Specifiers for Date Component Format

There must be a good reason for not deprecating some of the redundant date format specifiers, but I don't see it. For instance, %S and %s, %h and %I each do the same thing for second and hour respectively.

On one hand, the redundancy is innocuous, but still, it reflects on quality.
