the "milestone model"

several questions about the milestone model:
1、milestone realease comes before RC release? RC release comes before GA release?
2、why different GA releases may add or delete some features?
3、for example: mysql 5.7.17 is detrived from 5.7.16 ?or from another milestone release? is there any temp milestone releases between 5.7.16 and 5.7.17?
