Import of SQL file slow or freezes

I have a dump of a single database table. The *.sql file is just over 4 GB and I have attempted to import this file using both Workbench 8.0 and the 8.0 Client shell by using 'mysql -u root -p my_database < table.sql'

I've left the machine run overnight for both options and it appears that the import never finishes or never notifies the parent process that it is done. When canceling the process (after 5+ hours) I find that only 25% or less of my data has actually imported. Is 4GB too much for mySQL or Windows 10 to handle? How can I get this data into my database more efficiently?
