The script you posted already turns off fk checks.
Did you restart the server after changing ibpsize?
You could try alternative values of network_buffer_length on the mysqldump cmd line, and try autocommit on, but we're looking for a factor that makes Load File slower on this box by an order of magnitude. I don't suppose you've run a disk i/o benchmark on the two systems?
