Why not retrun EOF packet between field and row data???

I know that there is an EOF block between the field data packet and the row data packet. But EOF Packet is not exist.
MySQL server version: 5.7.15
client version: 5.7.17
When I don't receive EOF packet?
I check the MySQL documentation but could not found.
