Xampp is too unstable. I had the same issue.
You need to delete ALL Xampp files, and reinstall it. When the install finish, don't execute xampp. You must always run xampp with administrator privileges, and before running mysql first time, install the services of Apache(if you use it) and MySQL. When the services are on "✓", you can start normally the Apache and MySQL. If one day it don't start, simply, reinstall the services only clicking on the "✓".

If you don't start xampp with admin privileges, mysql can be corrupted.
