is NUMA (swap insanity) problem still exist in mysql 5.7 or mysql 8

Hi
I am reading about the swap insanity problem which was around 2012 and I am wondering if it still exists in today's new CPU's whether from AMD or intel in combination with mysql 5.7 or mysql 8.
