MySQL high CPU usage after changing server IP address

Having a very odd problem. MySQL has been installed on a clean brand new Windows Server 2019. It is MySQL 5.7.29. We also have an old server that is running MySQL as well. If I change the new/clean servers IP address to the old servers (the old is shut down), "mysqld" service CPU usage go to about 70% and stays there. Not accepting any connections, doesn't do anything besides eat CPU, "SHOW PROCESSLIST" shows nothing, no queries are happening. If I change the IP back, everything works fine. If I change the IP to any other than the old servers, it also works fine. This is happening at a client site. I was thinking maybe DNS related. Anyone ever had this issue?
