https://dev.mysql.com/doc/refman/5.7/en/server-system-variables.html#sysvar_max_execution_time says "The execution timeout for SELECT statements, in milliseconds. If the value is 0, timeouts are not enabled."

https://bugs.mysql.com/bug.php?id=83339 indicates otherwise.

Did you try putting the 0 setting in my.cnf under [mysqld], [client],, [mysqldump]?

If nmone of that worked, I'd call it a bug, consider adding a request to https://bugs.mysql.com/bug.php?id=83339 and let us know what they say?
