connections failing

Using MySQL Administrator I can see how many connections have been made to our database. Somewhere in the twenties things start to slow down and you can see the connection count rise and rise. It appears that connections are failing and so it tries again with another connection without closing the last one. Finally all traffic just stops. Is this some kind of practical limit to the number of connections? I have the max_connections set to 255.
