Sorry, I am not familiar with the text structure of Georgian. If it is too unlike English, then FULLTEXT won't work well. (For example, Chinese has no "word boundaries", so it is problematical.)

Or, perhaps the issue is with the data stored and/or PHP settings. Suggest checking through this, especially to see if the HEX values are correct in the tables.

If you did not explicitly set several things to utf8 from the very start, there could be encoding glitches already in the tables.
