The --help option shows how to call mysqld and exits. The server is not started.

I am not sure what the normal way is to start a server in Windows. It is probably started as a service. In this case it might be difficult to add command line options. But there should be a configuration file. It should most pabably be either c:\my.cnf or c:\Windows\my.ini. You can enter the option there instead of a command line option. You may also try to use the MySQL Administrator utility for configuration.
