MySql Innodb Cluster for HA

We have created a MySql 8.0.31 Innodb Cluster with 3 instance in Windows server 2019.
We are facing to Create HA with Cluster :

When any instance shutdown and reboot uncertainly then the instance goes into runtime error and enabled Super_Read_only Mode. in that case dba.rebootClusterFromCompleteOutage() is not support and have to reconfigure the instance by dba.dropMetaData().

Any Solution for this via make changes in my.ini file
