OPTIMIZE won't help much. And may take a long time.
How big is RAM? innodb_buffer_pool_size? That's your main tunable for this situation. How big is the data and index (SHOW TABLE STATUS)?
What is your PRIMARY KEY? Are you inserting "at the end" or randomly? Do you have secondary keys that are "random"?
Inserts can be batched for a significant speedup.
How are you doing the deletes? One row at a time? One row per transaction?
Is auto_commit on?
In other words, please give some more details; then we might be able to suggest something targeted to your situation.
