Yes, it is most likely the data file. You can try starting MySQL/InnoDB on that file, but if InnoDB was running or it hadn't been shut down cleanly when you copied the file, you would need to have the redo log files as well, so that InnoDB can bring the data file to consistent state by performing a crash recovery.

Read the error log of the server and follow the directions printed there if there are any problems.
