InnoDB File Size

I see that when Inno DB engine is used, the size of the data file never shrinks. I would like to know if any data deletions are adjusted against any data additions made. Let me say the file ibdata1 has a size of 5 k. I am removing 3k of data from the tables and adding 4 k of data then. Does the file size grow to 9k or 6k ?
