Heikki Tuuri, the inventor if InnoDB, but no longer involved with it, said "This behavior is a documented feature which will be fixed in the future at the same time a fast COUNT(*) is introduced to InnoDB."
Neither have been done, and neither is likely to ever be done.
If you need for `AUTO_INCREMENT` not to be reused in that situation, you need something other than AUTO_INCREMENT.
