Schema Preference Buffer Allocation

Is it possible to configure a schema to get priority buffer space or prevent another from utilizing the buffer?

Case:
I have two 15gb databases: Prod and an infrequently accessed testing clone of Prod on a box with 24gb of InnoDB Buffer space. I just discovered my infrequently accessed clone is utilizing 6x the amount of InnoDB Buffer Space. I'd like to give my production DB priority to that space. Is that possible?
