I've tried with innodb_buffer_pool_size=6012954214 since I have 8GB of RAM but it didn't change anything. Still there is very high and inefficient CPU usage of mysqld.exe.

Maybe it has something to do with multithreading? If MySQL 8 consumes up to 90% of CPU then it must be using all of my cores during import. MySQL 5.7 seemed to use roughly one core if it consumed around 25% - I have a 4-core FX-4300 CPU. I would have thought that by utilizing more cores the import would be faster but it's the other way round.
