Is MySQL's OpenGIS implementation compliant?

I was discussing with a developer of a GIS solution and he stated that "MySQL does not really support the OpenGIS Spec. If you read the manual carefully, you will see that the geometric operations use the bounding box of the geometries, not the geometry itself. "

Can anyone comment on this? If this is indeed the case, are there any plans to bring MySQL in line with the OpenGIS specification?
