No caching - or brutal performance - for repeat queries 4.1.8nt

I am running Win2000 Server, PHP, and mySQL 4.1.8 - local web users get great performance and remote internet users take up to 2 seconds to recieve a page generated by a repeated select query. Its as though the remote users select statements are not being cached.

I upgraded this database from 3.1.? to get the benefits of cache - so I am having grant and OLD_PASSWORD issues as well.

No too impressive really...
