Instead of autocommit on you might consider autocommit off but SELECT ... FOR UPDATE during the transaction when you're verifying the key data. If you're typically inserting many rows in a batch you could also consider LOCK TABLE, insert a batch from one client, then release the lock and let another client do some inserts.
