Turn on the query cache. You have it on, but set to zero size (query_cache_size = 0).

SET GLOBAL QUERY_CACHE_SIZE = 32000000

will set it ~32MB. or you can adjust query_cache_size in my.cnf

You'll see an immediate increase in performance.
