4GB in the database; 24GB in ibdata1. This is feasible. The other 20GB would be "free" space that would be reused as needed by new data, etc.

Yes, there is a method to return the 20GB to the OS. But it is clumsy and not worth the effort. (It is a common question in the InnoDB forum.)
