Beyond 4 or 8 cores, MySQL performance flattens out, and even declines slightly. But that won't explain your high CPU usage. Naughty queries are usually the cause.
Another possible cause is mis-configured Query cache. Please do
SHOW VARIABLES LIKE 'query%';
SHOW GLOBAL STATUS LIKE 'Qc%';
And, let's see the naughty queries.
