Getting NULL digest_text for all queries in 2 of my 3 DBs (performance_schema)

I'm getting a NULL digest_text (and thus a NULL digest) in 2 of my 3 DBs. I'm running on Aurora (MySQL 5.6.10). The statements_digest consumer is set to YES, and the digest_text and digest values are being set for all queries in one of my DBs. But queries in the other two DBs always have NULL digest_text and digest values. This really becomes a problem when trying to use the events_statements_summary_by_digest table, because queries with NULL digest_text aren't represented.

As far as I can tell the statements_digest consumer is instance-wide. Is there a setting I need to update on the other two DBs to be able to collect digest_text?
