skip-name-resolve and mysql users

MySQLTuner is recommending I set skip-name-resolve in the my.cnf file. I'm reading contradictory information about whether or not 'user'@'localhost' will still function. If I set skip-name-resolve, do I need to grant rights to 'user'@['ip address'], or will 'user'@'localhost' still work?
