Filtering for every nth row, say with Row_Number(), will execute more slowly than taking every row.

Is the slowness in query execution or in moving big numbers of rows to your workstation?

Let's see Show Create table results and Explain results for a typical query, also amount of RAM and innodb_buffer_pool_size.
