Prepared Statement BUG in Win32 server 4.1.7 (not Linux)

It is a BUG. I am testing with the same client library and application against a Linux 4.1.7 version and I do not encounter the same behavior.

The bug is in the mysql_stmt_prepare execution on the server side.
