I do not think this has something to do with MySQL cluster but you probably want to check over your routings and especially netmasks. It looks like 192.168.8.3 is interpreted as broadcast address for 192.168.8.0/30 (255.255.255.252) or something like that.
I am well aware that separate network for keepalive has been widely used in past but doubt that it gives real advantage unless you have extra interface with no function or HA/clustering software which requires it. In any case, it should not create noticable percentage of traffic.
