We checked that, it isn't a network problem.

I assume, there is a limitions in write speed during checkpoints to avoid performance leakage. This would be ok for "normal" checkpoints if the cluster is running.
But in case of initialization procedure before the cluster is available this would be a problem. A period of 23 minutes to (re)start a cluster (with 30 millions data record in six tables) is definitely too long for our needs.
