I resolved this problem. It was basically user (that's me) error. I was restoring a different database from a different cluster (same version), but the nodes on the backup files did not match the cluster they were restored to.

Here is the command that worked correctly, after changing the directory on the first data node with the backup files, I enter this command:
ndb_restore -c 10.xxx.xxx.xxx -n 2 -m --restore_data -b 28

Same command on the second data node but without the -m. Simple.
